Provincial Nominee Program Express Entry draws for candidates with a provincial nomination

A Provincial Nominee Program round invites candidates in the Express Entry pool who already hold a provincial or territorial nomination through an enhanced, Express Entry-aligned stream. Like CEC rounds, it is a program-specific round rather than a category-based one.

The province chooses you first. You apply to a provincial stream, receive a nomination, add it to your Express Entry profile, and only then does a PNP round become the route that invites you.

Since these rounds began, IRCC has held 113 PNP draws, issuing 70,651 invitations in total.

What changed for Provincial Nominee Program draws

PNP rounds themselves did not change for 2026, but the supply of nominations has moved a long way in two years. Ottawa halved provincial allocations in January 2025 and set a 55,000 PNP admissions target for that year; the 2026 to 2028 levels plan raises the 2026 target to 91,500. Allocations, admissions targets and the split between enhanced and base streams are separate numbers, and each province manages its own, so check the stream you are aiming at rather than the national figure. The 600 points a nomination is worth have not changed.

Is a Provincial Nominee Program draw your route?

  • You already hold, or are pursuing, an enhanced provincial nomination.
  • Your CRS is well below all-program cut-offs and you need the 600-point boost.
  • You are flexible about which province you settle in.
  • Not you: someone with a base (non-enhanced) nomination, which is processed outside Express Entry entirely.

Who qualifies for Provincial Nominee Program draws?

The very high cut-offs in PNP rounds surprise people, but they are an arithmetic artefact rather than a sign of stronger candidates: a provincial nomination adds 600 CRS points on its own, so almost everyone eligible for a PNP round is already sitting far above any normal score. If you have a nomination, the published cut-off is effectively not a barrier.

  • A nomination from a province or territory under a stream that is aligned with Express Entry, often called an enhanced nomination.
  • An Express Entry profile that you are already eligible for under one of the three federal programs, with the nomination accepted in that profile.
  • Each province sets its own stream criteria: occupation lists, job offers, ties to the province and score thresholds vary widely and change often.

Quebec does not take part in the Provincial Nominee Program; it selects skilled workers through its own system. A base (non-enhanced) nomination is processed outside Express Entry and does not lead to an invitation in these rounds.

  1. Find provincial streams that fit you

    Each province runs its own Express Entry-aligned streams with their own occupation lists, score thresholds and connection requirements. Work, study or family ties to a province usually matter.

  2. Be in the Express Entry pool first

    Enhanced streams draw from candidates who already have an Express Entry profile, so create the profile before you chase a nomination.

  3. Apply to the province and wait for the nomination

    Some provinces search the pool and send a notification of interest; others take direct applications. Timelines vary a great deal between provinces.

  4. Accept the nomination in your profile

    Once accepted, 600 CRS points are added, which in practice puts you above the cut-off of any PNP round.
