What is the OINP?
The Ontario Immigrant Nominee Program (OINP) is Ontario’s provincial immigration program. It allows Ontario to nominate skilled workers and other eligible candidates for Canadian permanent residence, provided they intend to live and work in the province.
In 2026, Ontario replaced most older OINP streams with the Ontario Workforce Priority stream (OWPS). An Ontario nomination linked to Express Entry typically adds 600 points to your Comprehensive Ranking System (CRS) score, which greatly improves your chances of receiving an Invitation to Apply (ITA) for permanent residence. Key immigration terms
- CRS (Comprehensive Ranking System) — Federal points used to rank Express Entry candidates. Calculate your CRS score.
- EOI (Expression of Interest) — An online registration where Ontario scores your OWPS profile and may invite top-ranked candidates when draws run. The EOI system is expected to reopen later in summer 2026.
- OWPS (Ontario Workforce Priority stream) — Ontario’s current main nomination stream, with pathways for TEER 0–3 job offers, TEER 4–5 job offers, and self-employed physicians.
- NOC / TEER — Your occupation code and skill level. Confirm yours with our NOC Finder.
- CLB (Canadian Language Benchmark) — Language levels from IELTS, CELPIP, PTE Core, or French tests. Convert test scores to CLB.

Former streams such as Human Capital Priorities, Masters/PhD Graduate, and the older Employer Job Offer streams were retired. Ontario has also announced plans for additional streams (including Priority Healthcare) that are not yet open for applications.
How does the OWPS EOI points system work?
Once you register an EOI under the Ontario Workforce Priority stream, Ontario assigns points based on official factors published on Ontario.ca (updated July 20, 2026), including:
- Employment / labour market: NOC TEER, broad occupational category, hourly wage, Ontario work experience, Canadian earnings history (CRA Notice of Assessment), and temporary resident status (work or study permit).
- Education: Highest credential (Canadian or ECA) and number of eligible Canadian post-secondary credentials. Field of study and study-location points were removed in 2026.
- Language: Lowest CLB across four abilities (up to 15 points) plus points for knowing one or both official languages.
- Regionalization: Work or practice location — Northern Ontario scores highest; Toronto scores 0.
A higher EOI score improves your ranking in the selection pool but does not guarantee an invitation. Ontario sets invitation criteria when draws run. Scoring factors are not the same as stream eligibility criteria — you must meet all pathway requirements as well.
OINP score vs. CRS score: what is the difference?
Your CRS score is calculated by the federal government for Express Entry draws nationwide. Your OINP EOI score is Ontario’s separate points system for the Workforce Priority stream. They use different criteria. Many applicants strengthen their CRS profile first, then pursue an Ontario nomination for the 600-point boost. OINP Calculator – Frequently Asked Questions
Your Ontario employer usually starts by submitting a job offer in the Employer Portal. You then register an EOI within the deadline. When Ontario runs draws, the highest-ranking candidates are invited to apply. Self-employed physicians follow a separate EOI process without a job offer. The EOI system is expected to reopen later in summer 2026.
Under the current OWPS rules, most candidates need a qualifying Ontario job offer. The main exception is eligible self-employed physicians (OHIP billing and CPSO registration). Former no-job-offer streams such as Human Capital Priorities and Masters/PhD Graduate were retired in 2026.
There is no fixed minimum yet under OWPS — cut-offs will only be clear once draws begin. Profiles with more Ontario work experience in the job-offer position, higher wages, stronger language scores, and jobs outside the GTA often rank higher. CRS is your federal Express Entry ranking. OINP EOI is Ontario’s provincial points system for OWPS. A provincial nomination linked to Express Entry adds 600 CRS points. Use our CRS calculator and OINP calculator together to plan your strategy.
